The National Aeronautics and Space Administration issued a new press policy it says is designed to create a new “culture of openness.” The policy was drafted by an in-house panel after complaints the agency was trying to control what scientists and others said in interviews. It says employees may talk with the press and publish freely but still requires coordination with the public affairs office in many instances. (4/6/06)
