Saying that the Central Intelligence Agency is trying to “decide what is ‘news’ instead of the reporters and editors,” The National Security Archive sued the agency in the U.S. District Court in Washington. The Freedom of Information Act provides a fee waiver for those “disseminating” government information. The Archive won a 1989 suit giving it media status under the act.
