NC Court: Council Found Way Around Meetings Law

A North Carolina appellate court ruled that the Asheville City Council and the Buncombe County Commission successfully evaded the state’s open meetings law when they conducted serial negotiations over control of a shared water system. “At any given time, only one member representing each defendant attended the mediation,” the court said of the 16-hour session during which members of each council rotated in and out of separate rooms at a private hotel.
