A North Carolina court of appeals ruled that “whether a document is part of a ‘personnel file’ … depends upon the nature of the document” and not simply whether or not it has been placed in an employee’s personnel file. The ruling was a victory for two community newspapers which had sued Columbus County for information related to the hiring of a new county medical director. (7/5/07)
