The North Carolina legislature’s chief administrative officer refused to release electronic records from the computer of a former House member who resigned in the wake of personnel allegations made against him. The official said legislative policy leaves the disclosure decision to the lawmaker as custodian of the records he created or received. The records had been requested by the Raleigh News & Observer.
