The New Jersey Records Council has become a important arbiter for records requesters. Since its startup more than three years ago, the council has ruled on more than 600 cases. The issues are as mundane as obtaining identifying information on dog owners and as broad-based as establishing access to e-mails officials sent other discussing public business. (1/26/06)
