New Mexico Gov. Bill Richardson doesn’t think taxpayers should know what he got for the $181,000 in state funds he paid to a consultant to come up with new policy ideas. A spokesman cited “executive privilege” as a basis for keeping the records private, arguing they were part of “the free-flowing discussion process that goes into creating policies.” (7/17/06)
