Incoming Senate Majority Leader Harry Reid, D-Nev., with Republican support, is planning “bipartisan caucuses” to break Senate gridlock. Rules for the meetings have not been set but an aide to Reid said many would be closed to the public. Under current rules, the Senate can meet in secret executive session on rare occasions, such as discussions of sensitive national security issues. Members who attend are bound to secrecy. (12/8/06)
