Eliot Spitzer and the Legislature cut a deal for open government, agreeing that any special spending projects in the budget – commonly called “member items” – will be clearly spelled out in advance of any vote on the spending plan. In previous years, these pork barrel appropriations were anonymous, with the information tightly controlled by legislative leaders. (1/17/07)
