A New York justice ruled against a claim of executive privilege by New York Gov. George Pataki and said that records of a controversial contract to develop land along the Erie Canal must be turned over to a legislative committee investigating the deal. Justice Joseph R. Cannizzaro said the governor’s office faiues to show that releasing the information would harm the public interest. (12/31/04)
