After two years of unsuccessful effort to obtain Environmental Protection Agency records on smog-causing compounds in household and industrial paints, varnishes and similar products, the state of New York has filed a Freedom of Information Act suit. The state said the EPA has not made a sincere effort to determine, as required by law, whether companies are making valid claims that the data is a trade secret. (2/15/06)
