A federal judge in New York refused to reissue an order preventing disclosure of police documents about surveillance leading up to the 2004 Republican convention, saying his existing ruling starling the records stands. The c had asked that the records remain sealed. York, because the news media will “fixate upon and sensationalize them,” hurting the city’s ability to defend itself in lawsuits over mass arrests.
