The New York Department of Education declined to release Scholastic Aptitude Test results to the Rochester Democrat and Chronicle, claiming “it’s not our data.” A spokesman said the test scores were property of the College Board, a private organization. However, Robert Freeman, director of the state’s Committee on Open Government disputed that reasoning. “Once the data comes into the possession of the state Education Department, in my opinion it is clearly public.” (9/25/07)
