The Ohio Supreme Court, in separate rulings, held that the records of a contractor hired by a public health board and a promotional exam given fire fighters were not public record. In the first case, the court said the “governmental function” performed was negligible. In the second, it ruled against firefighters claiming discrimination in the promotion process. (1/2/07)
