LA Times transportation writer Ralph Vartabedian tells the story of one man’s struggle to get valuable accident data from the National Highway Traffic Safety Administration. Amazingly, the agency refused a FOIA request for geographic coordinates of accidents, contending disclosure would violate the privacy of the dead victims of auto accidents. (7/5/07)
