The New Bedford Standard-Times is challenging a city council regulation that lets the mayor decide who can take photograph or record meetings. The council adopted the rule become some citizens had uploaded to Internet sites photos and videos taken at meetings, photos that council members considered unflattering and in some instances misleading.
