The Outer Banks Sentinel, a biweekly newspaper on North Carolina’s coast, has sued to get a look at records of a law firm that has billed the town of Kitty Hawk, population 3,000, more than a million dollars to condemn oceanfront property in the past two years. A lower court ordered release of the information saying the records involved were town records. But the firm, Vandeventer Black, appealed. (9/14/06)
