The oversight-oriented 110th Congress might find a new book, “Presidential Secrecy and the Law” of some interest. Write the authors, Robert M. Pallitto and William G. Weaver, “”Increasingly, our governmental institutions are unable to hold the president accountable for actions undertaken in secret in the name of national security.” They argue the needed restraint most effectively comes from the courts, not Congress.
