Pennsylvania Gov. Ed Rendell will propose a broad redefinition of public records when the state legislature convenes, significantly expanding the scope of the public’s right to know. He also wants to expand the scope of the law to encompass the Legislature and other elements of state and local government that are currently not covered, and to establish an ombudsman’s office to improve access. The state’s current law is 50 years old and, combined with decades of old case law, severely limits the nature of information that is available. (3/7/07)
