A panel tasked by the speaker of the Pennsylvania House of Representatives has recommended 30 operational reforms to make lawmaking in the state more transparent. The recommendations range from public inspection of all House expenditures and the posting of committee votes and debate transcripts online to a ban on “ghost” voting – having a vote recorded when not present. The recommendations go to the full House on March 12. (3/1/07)
