Pennsylvania Gov. Ed Rendell has recruited Terry Mutchler, Illinois’ public access counselor, to head his state’s first Office of Open Records. The office was created as part of the first revision of the state’s public records law in 50 years. Mutchler is a Pennsylvania native and graduate of Penn State University. She worked as a reporter for the Allentown Morning Call and The Associated Press in Harrisburg before getting a law degree. She’s been the Illinois point person on public records since 2004.
