President’s Signing Statements A Shot at Authority of Congress

The Administration’s use of the Presidential Signing Statement to establish an objection even while signing legislation is being used to expand executive branch power at the expense of Congress, The Congressional Research Service says in a new report. “The broad and persistent nature of the claims of executive authority … appear designed to inure Congress, as well as others, to the belief that the President in fact possesses expansive and exclusive powers upon which the other branches may not intrude.” (9/29/06)
