The Connecticut Freedom of Information Commission told private Yale University that the records of its police department are subject to the state’s records law because the department is carrying out state police powers. Yale had refused an information request from the public defender representing a student arrested for riding his bike on a city sidewalk. “It’s one small victory for a kid on a bicycle,” said the attorney.
