The Arizona Court of Appeals said that a compensation claim that a teenage rape victim filed against a local school district is public record and must be disclosed on request because it bears on government’s performance of its duties. The panel said, however, that the girl’s name and other identifying information could be withheld. The court said both the potential liability and the school district’s handling of the matter were of interest to citizens and taxpayers. (6/18/07)
