“The definition of a government record is not restricted by the location of the record,” New Jersey’s Government Records Council ruled in a decision that makes the official business e-mails of government officials a public record, even when written on the official’s personal computer. The decision came in a dispute involving the borough of Fair Lawn and its mayor. (12/19/05)
