Records Audit Finds Much of Nation in the Dark

A nationwide information audit, conducted as a prelude to Sunshine Week, found that just over four officials in 10 were willing to provide copies of emergency response plans that are public under federal law. Many local officials reacted to requests with confusion, outright denials and sometimes by calling police to check out the auditors. (3/12/07)
