Rep. Christopher Shays, R-Vt, the chairman of the House Government Reform Subcommittee on National Security, announced a third oversight hearing on overclassification on March 14, and said it would also look at the reclassification by the CIA and other agencies of documents that had been declassified and put on National Archives shelves. At the earlier hearings, witnesses said that between twenty and fifty percent of material currently classified should not be. “Secrets are kept to protect the national security, not to prevent embarrassment or protect Cold War bureaucrats from history’s judgment,” Shays said referring to revelations of a CIA and DIA program to reclassify documents.
