After a consultant hired by the city of Peoria, AZ, presented a 382-page report on the town’s police department, the 57-year-old chief announced his retirement. But neither the public nor the department rank and file know why, or what the report said. The report’s been destroyed by the consultant, who says she promised anonymity to people she talked with.
