A proposed reporter-source privilege bill that would have protected journalists from being forced to testify or disclose confidential sources fizzled in the Texas Senate. The measure’s sponsor, Sen. Rodney Ellis, D-Houston, said he came up two votes short in his effort to bring the bill up for a vote. Several lawmakers who opposed the shield legislation said it would hinder criminal prosecutions.
