Noting that Defense Secretary nominee Robert Gates once called CIA openness “an oxymoron,” Secrecy News reports that the former intelligence agency director sought to increase openness in his brief time at the CIA but that his pronouncements outstripped the actual changes made. He seemed to understand, the report said, “that openness and responsiveness to the public can advance the interests of an agency over the long run.” (11/13/06)
