The legislatures in 10 states do not require members to put their vote on the record on final passage of all bills, the Associated Press reports in a story that focuses on the Texas legislature. There, many voice votes are allowed, making it impossible for citizens to know how individual legislators voted on most measures. A survey by the Scripps Research Center found 88 percent of respondents thought the practice wrong. (12/5/04)
