Vermont’s Supreme Court said that former governor Howard Dean’s decision to seal 93 boxes of his gubernatorial papers for a decade was legal. “We didn’t want anything embarrassing appearing in the papers at a critical time in any future endeavor,” he said in 2003. He later said his comment was in jest — but he’s done nothing to unseal any of the records.
