A Tennessee judge ruled the city of Jackson had to turn over financial records on a minor league baseball team and police records to the Jackson Sun but he denied access to a 9-1-1 tape from a victim in a shooting. He said the tape was part of an ongoing investigation. He said the city had “engaged in willful refusal to disclose” the other records. (2/28/05)
