A study committee charged with making recommendations to the Tennessee Legislature on the state’s open government laws said it cannot meet its deadline and will not be able to present proposals until the 2008 legislative session. Phil Bredesen said he would press ahead with a proposed open government ombudsman. (11/28/06)
