Special committees and commissions in several states are reviewing public records and open meetings laws with a mandate for more sunshine. But many officials are saying the proposed glare is not always good government. Local governments in Tennessee, for example, want to do more business in executive session. They also want the ability to close any gathering of board members where there is less than a quorum. (10/22/07)
