A special study committee is recommending the most sweeping changes ever to Tennessee’s public meetings and open records laws, including creation of a state ombudsman. But other proposals have simply extended the debate that lawmakers will have to resolve when they convene in 2008. Most controversial is one favored by city officials raising to three the number of members of public bodies who can meet without triggering the open meeting law. (12/17/07)
