The Texas Ethics Commission agreed there is a massive loophole in the state’s gift law but concluded its up to the Legislataure to solve the problem. The commission upheld a staff ruling that the value of a gift received by a public officials does not have to be reported. The ruling allows a retirement board member to report only that he had received a “check” from a local businessman. (3/27/06)
