Maine’s Supreme Judicial Court ruled that the Passamaquoddy Tribe was acting as a business, not a government in negotiating for a $500 million liquefied natural gas terminal on its land, and therefore meetings and records on the deal are not subject to open government laws. The court said public interest in LNG facility had no bearing in determining in what capacity the tribe had acted. (5/10/06)
