The University of Illinois has stuck a deal with the TCF Bank to provide a student ID card that also works as a debit card but it’s refusing to disclose details of its deal with the bank. The university did provide the Chicago Sun Times with a copy of the contract but redacted all of the financial information. The state’s public access counselor says the information should be public.
