The Virginia Supreme Court ruled that the Culpeper County Board of Supervisors violated state’ law when it met behind closed doors to in 2004 to discuss negotiating strategy on a school construction project. The court said the board’s interpretation of the statutory exemption for contract negotiations was overly expansive and that in fact the law’s exemptions should be “narrowly interpreted.” (9/18/06)
