Virginia newspapers tested public records law compliance of city and county officials in 134 communities across the state, with less than encouraging results for open government advocates. Only 42 percent of the requests for e-mail records were successful, just half of the police logs sought were made available, and fire departments released only 52 percent of the requested inspection reports. One city clerk asked for $7,000 to provide the two weeks of e-mails requested. (1/2/07).
