Wisconsin City Silences Its Whistleblowers

The city of LaCrosse, Wisc., appears determined to operate in the shadows despite a recent lawsuit requiring them to make certain records public. The city council adopted a measure that allows them to punish government officials and workers who reveal anything said at a closed meeting. The city’s new ordinance also gives the council members on what they can discuss at the private gatherings. 1/26/06
