A ruling of the Wisconsin Fourth District Court of Appeals on when local governments can meet in private seems certain to have officials thinking twice, the Janesville Gazette reported. The court rejected the city’s argument that an open meeting to discuss location of an ethanol plant could be acrimonious, saying “contentious issues are those most in need of public discussion.” (4/11/07)
