The human rights clinic at Yale Law School filed a Freedom of Information Act suit against the Department of Homeland Security seeking records of a $1.3 billion Immigration and Customs Enforcement program called “Operation Front Line.” The program was carried out in the months before the 2004 presidential election and continued through the inaugural.
