A Wisconsin appeals court said that three towns violated the state’s open-records law when they turned over requests for property-assessment databases to the contractors who compiled the data. The contractors refused the records request claiming copyright. Contracting out collection and maintenance of public record information doesn’t relieve the cities of their obligations under the law, the court said. (1/9/07)
