The director of the Congressional Research Service has ordered the agency’s analysts to report all contacts with the media within 24 hours and to provide detailed notes of everything discussed. The directive from Daniel P. Mulhollan said that media contacts pose “very real risks” to the agency and that violations of the policy would be promptly addressed. One staff analyst said the order will clearly have a “chilling effect.” (1/22/07)
