California Gov. Arnold Schwarzenegger vetoed a law designed to facilitate public records requests that had been passed unanimously by both houses of the legislature. The bill required the attorney general, if requested by the person seeking a record, to review an agency’s denial of a pubic records request and provide a written opinion on the validity of the request within 20 days. Open government advocates said it provided a sound alternative to litigation. (11/1/06)
