A group of civil rights lawyers in San Francisco sued the Treasury Department in an effort to obtain records on its terrorist watch list program. The group first asked for watch list policies and complaints that have been filed two years ago. The department refused, claiming the policies were not covered by the Freedom of Information Act and that it did not track complaints. The list is used by credit bureaus, health insurers and retail businesses to check on customers and by employers to check on prospective employees. (5/17/07)
