State health officials in South Dakota have agreed on a compromise in proposed identity theft legislation to allow birth, death and marriage certificates to remain available to the public. Media groups and genealogists fought for the compromise, which allows the public to obtain copies but not certified copies and lets records custodians delay responding to a request for three days if suspicious.
