After closing five regional libraries in the name of cost cutting, the U.S. Environmental Protection Agency has put off shutting the remaining 22 until it can present its plan to Congress. The halt is in apparent response to a letter from Congress raising concerns about the closings. The agency claims the closings are part of a plan to make the information available online but critics note that much EPA information is currently available only in the libraries. (1/10/07)
